The Columbia County Human Resources and Payroll Department is pleased to provide information to its employees, retirees and the general public. 

The Human Resources and Payroll Department processes new hires through payroll and completes orientations; administers employee and retiree health benefits; is responsible for administration and negotiations of all collective bargaining agreements; and is responsible for directing the provisions of all federal, state and local employment discrimination laws and statutes, including the Equal Opportunity Law, the New York State Human Rights Laws, the Americans with Disabilities Act, and the County Sexual Harassment and Workplace Violence Prevention policies.

The Columbia County Human Resources and Payroll Department works with the Columbia County Civil Service Commission in the recruitment, selection and promotion of staff.

Michaele Williams-Riordon
Human Resources Manager

Working for the County since 2007, Michaele provides the oversight of all aspects of the County Human Resources Department. She serves as the Equal Opportunity Compliance Officer for the County as well as the Americans with Disabilities Act (ADA) Cordinator.  As an active participant and facilitator with Labor Management, Michaele strives to provide administrative support and services to staff to ensure a safe and efficient workplace.

Dawn Evans
Director of Payroll

Dawn has been with the County since 2004. Her extensive experience with multiple departments has made her a valuable resource for anything to do with payroll, new staff and current staff in transition. Her interpersonal communications support those applying for the Family Medical Leave Act (FMLA) and the various facets of New York State Retirement.

Laurie Halstead
Human Resources Assistant

Assisting County employees in personnel and benefits administration since 2003, Laurie is an invaluable resource for employees to turn to when they have questions or issues regarding their benefits. She works with current and retired employees administering health, prescription, dental and vision coverage as well as flexible spending plans.

Holly Hedgepeth
Human Resources Assistant

Holly conducts Federal & State Mandated Trainings to all County Staff along with other County municipalities. She brings a wealth of knowledge to the County with her experience of health and wellness, and serves as the Chairperson of the Columbia County Wellness Committee. Holly handles new staff orientation, conducts all mandated annual trainings within the county and also assists Columbia County Towns and Villages with mandated trainings.

Lori Fenoff
Payroll Clerk

Lori has been with Columbia County since 2016. She oversees the payroll function while processing biweekly payroll for over 800 employees. She brings a broad range of knowledge to assist employees with their payroll questions.

Shari Franks
Human Resources Assistant

Shari provides support to the HR/Payroll staff by assisting with employee files, mailings, correspondence, maintaining the HR website and payroll processing. Shari is also responsible for creating and maintaining a number of other Columbia County Department websites and assists various departments with staff recruitment.
